Some progress, but not much.
The linked issue CB-5006 just got a first implementation yesterday, and Marcel
has a pull request for detailed steps here:
https://github.com/apache/cordova-docs/pull/148/files
Beyond this though, I don't think anyone is working towards a better offline
solution atm.
