installs?

In regards to the linked issue, when you build cordova from apache distro, does 
the package have everything aboard to start creating projects immediately?

I mean if you do a normal npm install, then cordova again needs to download a 
buch of dependancies on creating the first project, such as an android platform 
library and the /www/ folder. Therefore creating your first project does not 
succeed without having an internet connection.
