You can file the bug, but it won't be looked at, mostly because the Android
Team doesn't read its own Bug Tracker.
Also, the bug is this: You're magically supposed to get a photo by using this
URL: content://com.android.providers.media.documents/document/image:3951, but
since the URI is encoded, it looks like this:
content://com.android.providers.media.documents/document/image%A3951. Their
goofy new URI system that doesn't use proper URIs is what's broken. They need
to accept the proper encoding to get their photos.
