Resolution: Fixed
Fixed in dev branch of file plugin.
URLs are not filesystem:// urls, but rather cdvfile:// URLs, to work around the
new Chrome-based webview in Android 4.4.
URLs are of the form {{cdvfile://localhost/<filesystemname>/<path>}}
