Broken-by-default was deliberate, although the OutOfBoundsException is
unfortunate, and should be fixed.
The rationale behind broken-by-default was that there is no other way to
encourage developers to use anything but the old
root-of-the-sdcard-even-if-its-just-a-partition-shared-by-all-apps location for
persistent files.
