I hit the same issue with: cordova plugin add org.apache.cordova.camera
You can workaround by installing from git: cordova plugin add
https://git-wip-us.apache.org/repos/asf/cordova-plugin-camera.git
http://cordova.apache.org/docs/en/3.0.0/cordova_camera_camera.md.html#Camera
