This is not just limited to plugin dependencies:
cordova create project
cd project
cordova platform add blackberry10
cordova plugin add org.apache.cordova.device
cordova platform add android
=> Same error message (cannot set property is_top_level)
cordova build
=> Look in plugins/android.json, the device plugin is not included
User is forced to rm and re-add the plugin.
