Webview bugs go via crbug.com now that webview is chromium-based. That said,
this seems like a general bug with android (not webview-specific).
Maybe use native code to detect when the keyboard comes up (I think cordova
already has this detection code), and resize the view manually in this case?
Then use document.activeElement.scrollIntoViewIfNeeded()
