Implemented a custom plugin utilizing the UIImagePickerController and the issue 
still exists.   Did some research and it appears this is a very common problem 
with iOS7, UIImagePickerController and any background tasks.  There isn't any 
background task running when navigator.camera.getPicture is being called but 
maybe there is something cordova related happening that is blocking things.
