Joe Bowser resolved CB-4647.
----------------------------
Resolution: Later
We're not doing this in the short to medium term. This is why we didn't
deprecate the setProperty methods on the WebView.

> Found when trying to write tests for Cordova's splashscreen
> For the neglected use case where we use CordovaWebView as a component in an
> application, we don't support individualized configuration for each of the
> views. This means that each view has to load all the plugins for each of the
> views, even if they don't need it. This also means that each activity that
> has a view will also share preferences. This is glaringly obvious, namely
> when you look at adding a splashscreen.
