Right now in order to add a platform to cordova, you need to make changes to
cordova-lib to add code for plugman.
Plugman should have hooks/hooklike interface things so that it can rely on
platform-plugman code that lives in the platform, just as `create.js` /
`build.js` / `run.js` will live in the platform.
