Help text simply says :

Add a user account

$ plugman adduser
{code}
It would be nice if it could describe what we are adding a user to ( the plugin
registry ), which registry ( because we can change it )
Generally, we need more verbose text describing this throughout.
If and when we move/add this stuff to the website, we can probably ignore all
of this.
