And my experience from Windows 7 is as follow. (Same behaviour in cmd like in
Git bash)
$ plugman adduser
Username: Velda
Username: Velda
Username: Velda
Username:
It will never ask for password, neither e-mail, only repeats asking fo username
(until I don't know what).
Then I do more testing and I found out, that I must type name which does not
contain uppercase.
$ plugman adduser
Username: velda
Password:
