It is very possible this is not a bug and is simply not a feature of WP8. Is
there a WP8.1?
I was able to open the solution in VSE 2013 and build it to a 8.1 emulator that
way, but trying to run 'cordova emulate wp8' will fail if you only have the 8.1
emulators installed (no 8.0 emulators).
Running 'CordovaDeploy -devices' will only return 1 entry for Device
