Summary: Application slows down after moving device time backwards

When device time is moved backwards, application GUI slows down, javascript
timers stop working, css animations don't work too. After a while everything
start working again. It seems that recovery time depends on how much the time
is moved. (1min backwards -> recovery about 2min).
I tested it also on Nexus 4 and Nexus 7 (both android 4.4.4) but here the
problem doesn't occur.
This issue can be easily reproduced by creating new cordova project (sample
application with device ready indicator). When time is moved back, css
animation on green box stops. You can add js timer there and again it stops.
