[~iclelland] - This might relate to the whitelist stuff you're looking at. E.g.
The "what URLs can be loaded into CordovaWebView" whitelist could be made to
accept content: URLs.
Motivation for this bug report is JsHybugger, which proxies all html / js
through a ContentProvider (work-around for shouldOverrideUrlLoading not
existing on Gingerbread)
