Resolution: Won't Fix
There are no required apps for these tests to run. This is the result of
poorly formed urls in the tests themselves.
FYI - there is not a built in pdf viewer, so while opening a net-bound pdf may
prompt the user to pick an app to view it, the local-package version of the
test will always fail on windows8, windows, + wp8
