Is this still an issue? 

I was just trying to update my wp8 project through the CLI and it worked but it 
didn't recognize my project. So it ended up creating a new Cordova Windows 
Project (HelloCordova) which overwrote several of my previous project files.

I found this in the update.js script:

// TODO: read real values from config.xml
// in case of Cordova CLI all values will be automatically updated by cli for 
you
// but the script could be used w/o CLI so we should correctly populate meta

Seems like CLI is not automaticlaly updating these values for me?
