Right now cordova creates `.fetch.json` files at:
`project/plugins/ID/.fetch.json`.
This is super annoying when using `cordova plugin add --link`, since now the
`.fetch.json` file appears in the original plugin directory.
We should instead record this information within the plugins/ directory
directly.
