It's actually funny you say that, as this is already how we're set up pretty 
much. I'm realizing now that I don't really even *need* to deploy the plugins 
to apps, as our library project already has them in it. The problem is that we 
only recently made this change, so there are still a couple of leaky plugins 
still getting deployed to the apps utilizing the library. Additionally, we 
allow each app to add its own plugins as well, so we ultimately still have to 
support the plugin installation there.
