Does releasing Hello World trigger a Tools release or does the new verison of
Hello World only become the default after a Tools release eventually takes
place.
app-hello-world-release-process.md does not really spell that part out.
I looked in the tools release doc and the versioning and release strategy docs
also and those do not state the procedure either...
