cordova-windows emits warning messages for invalid URI schemes when running
access rules. With Windows 10, the set of valid URI schemes has substantially
increased ("http" is supported now, and "*" doesn't disqualify). The prepare
step becomes noisy because it munges all appx manifests, not just the one being
built based on config, and it could be misleading (e.g., it might say "The
access rule 'http://foo.contoso.com' is invalid because it doesn't begin with
https://", but that isn't true when targeting Windows 10).
