Exactly, if we remove the & or the $, then in strings.xml they will not appear. 

Although it's possible to edit the strings.xml after, it would be better to 
have support from phonegap to do it.
The phonegap developer, or in our use case, and automated tool does know that 
it must go and manually edit strings.xml
