Physical Menu Buttons really only exist on older Samsung devices and other rare
devices like the ones mentioned, and are considered to be an edge case. (We're
not counting Android 2.3 devices, which all had the menu button) The reason the
priority has been lowered is because you shouldn't be using the menu button in
the first place, and should be trying to follow a more modern UI convention.
That said, the issue is still open, and patches are welcome.
