Summary: Confusing error after delete plugin folder then prepare

If you delete a plugin folder (because you thought that was a good way to
remove the plugin, for example) you end up getting a confusing error every time
we prepare. While this is not a supported scenario, it would be good if we
displayed a useful error message to guide the user how to proceed.
