CB-9654 'cordova run browser' -> duplicate 'CTRL + C' messages.
Utilize cordova-serve's 'noServerInfo' flag to prevent it from displaying this
info, since cordova-browser wants to display specific info that includes the
correct html file.
Also bump required cordova-serve version to the version that supports this flag.
