Summary: Medic builds are timing out because of failing

Currently the timeout for "running tests" medic task is ~800 seconds.
Actual download and upload tests of file transfer plugin have 120 seconds
timeout each and when they all are failing by time out, mobile spec tests run
significantly longer than 800 seconds.
Proposed fix is to decrease file-transfer tests timeout to 30 seconds and test
if it will be sufficient.
