Yes, we understand it's inconsistent. This was done for Windows 10 which allows
support for remote URLs to be the start page for a WWA. As one of the security
restrictions as part of that change, Windows 10 app when in the ms-appx-web
mode which is the default are not allowed the capability to write to the
document library/pictures library.
