What do you want to achieve with <preference name="EnableViewportScale"
value="true" />? that's for letting the user to zoom the content of the
webview, but then you configure the viewport user-scalable=no, so the user
can't zoom.
Anyway, the problem isn't really the viewport, it's a bug on the webview that
happens when the zoom changes (and when the keyboard appears)
