I haven't looked into what kind of support the {{<input />}} tag has in mobile
webviews, so I can't really comment on using that. However, I can confirm that
the camera plugin (and media capture plugin, as far as I know) does not
currently provide an API for selecting multiple images from the gallery at
once. You may be able to find a third party plugin that provides this
functionality, but I haven't looked. You should comment on or vote for CB-1215
since that thread is more active and has been around for a while. I'm going to
close this issue as a duplicate of CB-1215, because it really only affects the
camera plugin. I hope that helps!
