I don't think it's possible, if the url is on the allow-intent it will be 
opened on the browser, if it isn't it won't. You will have to add an 
allow-intent for evey web you want to open on the browser, or don't use any 
allow-intent and keep your current javascript code that opens the links you 
want on the browser.

BTW, this has nothing to do with cordova-plugin-inappbrowser, you are not using 
cordova-plugin-inappbrowser at all, you are opening an external site inside the 
cordova webview.
