getSettings() is not a Cordova API, and it was never guaranteed to work.  You 
can try and get the SystemWebView to get access to this API, but relying on 
non-Cordova APIs that aren't documented in the Cordova documentation is unwise.

If you have to do this, CordovaWebView.getView() will get the SystemWebView, 
and you can get the settings that way.
