It's supposed to be fixed in 3.1.1-dev
'Duplicate' means that CB-9516 covers this problem too, can you try 3.1.1-dev
version (install from github with cordova plugin add
https://github.com/apache/cordova-plugin-splashscreen) to see if the problem
can be still reproduced?
