It happens this way:
Plugins is updated to 1.2.0
Cordova CLI 6.0.0 is released with 1.2.0 pinned
Plugin is updated to 1.3.0 <--- We are here
Cordova CLI 6.1.0 is released with 1.3.0 pinned
So, in the gap between CLI releases you get the old version of the plugin
because it's pinned, and you can get the latest using
cordova plugin add cordova-plugin-inappbrowser@latest
So, it's ready for prime time? yes
The latest is default installed? no, it install the pinned
