Summary: coho merge-pr should always ammend to have author always
set to a committer

When running
coho merge-pr --pr <#pr>
If its a ff-only it will not update the committer, both author and committer
fields will remain, in certain cases when the person that submitted the pr is
not a committer it will be log as the committer.
This will leaves unclear which committer was the one that committed the commit
in to the repo.
