WIth the latest plugin, I was able to use it correctly even when using windows.
E:\projects> plugman install --platform windows --project
E:\projects\Hello2\platforms\windows --plugin E:\cordova\cordova-plugin-console
Plugin "cordova-plugin-console" already installed on windows.
Resolving this issue as I do not see any more actionable items on this bug. If
you do get the issue still, Please reopen this issue.
