Yes it does. I tried it with Visual Studio 2015. If you add the images via the
VS GUI you get *.png and *.jpg as file filter in the open dialog.
One thing to note: All scales of one image kind must have the same extension.
If you want the storelogo.scale-400 to be a jpg also storelogo.scale-100 etc.
must be a jpg.

> Support JPG images for store graphics (storelogo etc.)

> Project: Apache Cordova
> Issue Type: Improvement
> Components: Windows
> Affects Versions: 4.3.0

>
> Windows Store supports PNG images only up to a certain file size. E.g. the
> square310x310 with a scale of 400 can easily exceed the maximum accepted size
> of 204800 bytes.
> Then the only solution left is to use JPG images. But Cordova doesn't accept
> ".jpg" in the icon config xml because ".png" is hard coded into prepare.js
> (I'm referring to v4.3.1).
> Prepare.js can easily be extended to remove this limitation. But the
> generated "package.windows10.appxmanifest" (and the other *.appxmanifest)
> still contain the reference to e.g. "images\Square310x310Logo.png". I didn't
> find the place where this could be changed.
