I'm having exactly the same issue as Amrit.
<input type="file"> in the browser provides the option to "Choose and action" 
(Camera or Documents).
Same code wrapped as cordova app jumps to "Documents"-library right away (no 
camera option).

Different combinations of input-attributes: 'accept' and 'capture', didn't work:
- <input type="file" accept="image/*" capture>
- <input type="file" accept="image/*" capture="camera">

Tested on: 
- Nexus 7 (Android 5.1.1)
- Samsung Galaxy S7 (Android: 6.0.1)
