It seems your app doesn't have the right apparmor policy set.
Can you verify the content of the file
./platforms/ubuntu/ubuntu-sdk-15.04/armhf/prefix/manifest.json in your project
build directory?
Normally, policy-groups (ie permissions) are added at the time a plugin is
added to a project. Maybe there was something that went wrong when you did
"plugin add cordova-plugin-camera" ?
