Other steps to reproduce:
Run on device (iOS 9.3.2, Cordova 4.0.0/iOS 3.8.0)
1) launch app with device in landscape mode
2.) after splashscreen hides, rotate app to portrait orientation
3) width of the webview is about 1/5th of the device portrait width
