As an intermediate solution to that one can use the
{{[cordova-custom-config|https://github.com/dpa99c/cordova-custom-config]}}
plugin and the following entry in the ios platform section in config.xml

<config-file parent="NSCameraUsageDescription" target="*-Info.plist">
<string>this app needs the camera for ...</string>
