Android webview still doesn't render PDF, and Cordova it's not going to 
implement a PDF viewer inside the inAppBrowser, that should be a 3rd party 
plugin.
To use option 1, just use _system when using inAppBrowser, that should launch a 
3rd party app that can handle PDFs (if there is one installed)
There are also some 3rd party plugins to launch apps that handle PDFs (file 
opener plugins)
So, closing the issue as won't fix
