I can't reproduce it neither
Tested with a fork of the phonegap-template-hello-world
(https://github.com/jcesarmobile/phonegap-template-hello-world)
Picked the custom images and added this lines to my config.xml (on a new
Cordova project)

Also tried editing the Default-568h@2x~iphone.png and after doing a cordova
prepare ios, the changes I made to it where displayed on the launch image and
on the splash screen
Can you try with that image?
