While it'd be great to have, I'm not sure the bandwidth currently exists for
another core plugin -- there's quite a few of them already.
You might be better off (in the short term) trying to help Katzer bring their
version up to iOS 10. Alternatively, if he has no plans to work on it, you
might ask if he would donate the existing plugin to Apache, so that it could
become a core plugin. That might have a better chance than creating a new local
notification plugin from scratch. But again, I'm not sure the bandwidth exists
for even that.
