Are you sure the GIF wasn't converted to a still image when added to the photo
library? There are number of apps that can play back GIFs from the photo
library, so I'd double check in one of them that the image really is still a
GIF.
It would also help to have some code, a sample GIF, and the instructions you
are following so that we can replicate the issue. Also, please be more specific
as to the IOS version(s) and device(s) upon which you are testing.
