This happened: https://developer.android.com/studio/releases/sdk-tools.html
Not only did this break our tools: See CB-12524, this also is breaking ANT, so
builds are going to break on the latest API tools since Google no longer
supports ant tooling.
So, it's time to migrate fully to Android Studio and Gradle. This will be a
Cordova 7.0 release priority.
