For a Cordova app, providing access to this is great for some applications that
need to know when to back up or send its data when battery is critical. (prob
something like Safecast).
If the change is trivial, we should keep it, since it has implementations in
browsers. Ultimately however in the future, if it does not have a future as a
web api, we will drop it -- but at this time, looks like it has some
implementations (but I'm not sure how updated this is):
