Description:
Do we need to inform Apache Infra of anything here?
Todo tasks (filed as subtasks):
1. Update README to reflect maintenance status
2. Deprecate component in JIRA
3. Close down all PRs on github and JIRA issues
4. Update cordova-coho to remove references to the plugin
5. Update cordova-docs to remove plugin references / remove code generation
around cordova-plugin-contacts
6. Do one final release of the plugin
