Summary: Improve linkability of documentation

The docs are often linked to, most often for specific topics. If I wanted to
link to the `framework` tag of plugin.xml I could use this link:
https://cordova.apache.org/docs/en/dev/plugin_ref/spec.html#framework
But there is no way to link to the `versions` attribute or the `Framework can
also be used to have custom .gradle files sub-included into the main project's
.gradle file:` example of #framework.
This could/should be solved by adding more linkable anchorsto e.g. tables (to
the `attribute` name) or examples (add empty anchor or structure examples via
headlines).
