Got it. Was confused because the term "global package" has a meaning with npm.

I think your description problem is different and specific enough for you to 
create a new issue about it. Copy over all your text, link to this issue in the 
description for reference. Better to handle your thing separately so it doesn't 
get lost here in the comments. Thanks.
